If the trap bar works the quads,and romanian deadlift hits the hamstrings,would these two lifts alone make a good lower body workout?

Add squats and it's a good lower workout. You have to have squats in there, there is no substitute.

You wouldn't get a good range of motion doing just trap bar deads to work legs.

Both Squats and Deads together make a good lower body workout... what you've listed wouldn't really work. If you said Front Squats and RDL that may be better.

i dont consider a leg workout a leg workout if theres no squats involved, deads are good to throw in for hip strength but i suggest doing them 4 days apart from each other
