When I first read about this I was pissed at the UFC for not giving him more money but he did sign a contract.

He retired because he wanted to fight Fedor, but Fedor signed with Russian M-1.
He didn't retire. He just resigned from his UFC contract.

I've been reading up a little more on this and you're both right.
He retired because he wanted to fight Fedor, but Fedor signed with Russian M-1.
"Couture had cited the UFC's inability to sign the former Pride star as one of his reasons for leaving the organization, saying that the Fedor fight was the only challenge remaining."
He didn't retire. He just resigned from his UFC contract.
"Couture made a point of saying he was resigning from the UFC rather than leaving the sport altogether."
