I started cutting today. I'm at 15% 178 lbs.
I'm trying to get down to 8% bf or so.

How hard is it? I am naturally an ectomorph.
Is cutting more difficult or beefing more difficult?

How strict do I have to eat? Can I just eat lower fat
and do more cardio? That should be enough right?

Concentrate on your overall caloric consumption and worry about carbs more than fat. I increase protein AND fat consumption while cutting, and reduce carb consumption significantly. I don't do much cardio even while cutting - I find that the more I get rid of fat via diet instead of cardio, the more muscle I can retain.

So, I can seriously get really cut just moderating my diet?

That's amazing. How long will this cutting phase take?

15% bf @ 178 lbs.

If I do this, @ 163 lbs. I should be in the sub 10% range.
