I haven't ran/jogged for a while due to being extremely busy with school...
Anyways, I am starting to jog a little now and I find that when I do so I get pains in my shins. It's not a lot of pain, I can still jog, but it still hurts.
Is this from not doing this movement in a while, or what is causing it?

I gather it is. At the height of my first bulk I couldn't walk fast without shin pain. When I cut down from 235 to 198 it went away (it probably disappeared around the 215-220 mark).

So it's just because my legs aren't used to that pressure?
I've also gained 15 pounds since I last ran/jog serious...

Where exactly is the pain? It could be shin splints.

What causes shin splints?
The pain varies, but is usually at the base of my shin...

I got shin splints pretty bad after gaining 60 lbs. Still get them, but not as badly. I think the more you run at your heavier weight the more you'll get used to it and the less it will hurt.

The more I think about it, the more I am convinced that they are shin-splints.
I ran a few hundred meters with a backpack on over the weekend (don't know the weight, maybe 10-20 lbs, almost missed my bus) and my shins hurt after that.
Hopefully it doesn't take long to get used to, I would like to be able to jog, etc without pain.

When I had them it in high school it was because I never properly warmed up and cooled down after running. On a different team that actually did both adequately the problem went away. Poor footwear could be another problem.
For me the pain was such that it hurt to walk and jog. However, when I would run the pain would go away until I slowed back down again.

shin splints could mean any pain in the front of the leg. It can from several things like stress fractures, tendonitis, or muscular strain of the muscle that causes your foot to move towards your head

That would be the beginning stages of shin splints. You'll get used to it eventually as long as you dont overstress it. Shin splints are only a big issue if your in a sport, then your pretty much screwed as they get worse and worse unless you take time off.

So I went for a jog today, stretched a lot before hand, and about 20 minutes in or so the shin splints came back...
How can I prevent them from coming back?

Take a calcium supplement if you aren't already and try to run on gravel/dirt/grass/packed down dirt paths. As a runner, i've found avoiding concrete to virtually erase pain in my shins. Granted this isn't easy in all urban areas.
