one of my partners did her first meet yesterday and I noticed on her last 2 attempts, the bar will stall 2-3" before she locked it out. It is well above her knee. What can she do to improve this specific weak point? It is best to have her do rack pulls with or without bands and/or chains?

Hows her upper back? I know exactly what you mean, and to me this happens when I lose upper back tightness.

More than likely upper back or a speed issue

Reverse band deads
Deads with chains
Heavy shrugs

All are great for lockout power.

The strength distribution is different in a male to a female. Typically females have upper body strength that is 60% of their lower body strength where males have upper body strength that is 75% of their lower body strength.

She might just need to activate her glutes to "pull her hips through."

Just trying to offer up one more possible thing, others have hit the main point.
