Going slowly (300-500 over mainteneance) I SHOULD be trying to gain weight right? A cut would be ridiculous?

Is your maintenance actually 2000 calories/day? That's pretty low.
I think a nice bulk will do wonders for you.

a cut would be ridiculous. keep going 500 over mainanence, maybe even more, focus on compound lifts and get lots of rest/recovery.

i started about 9 months ago with a body like that. you've got the right idea though. eat over maintenance and lift heavy, and most importantly, get rest

Your pretty lean, but you also have very little muscle mass. I'd eat about 600-800 over per day for the first month or two... I have a feeling your not eating enough.
