No. It's still a full range of motion, unlike a floor press.

Floor Presses can be full range if you're gig enough. The purpose of the Floor Press is to take the legs out of it. However, putting your feet on the bench is a bad idea. Just do Floor Presses.

That's exactly why I was wondering if they were the same - because they take your legs out of it.

I didn't think about the full ROM thing though. I never did either floor presses or bench with my feet on the bench either. I was just wondering if they were the same, and I guess they are not.

We use the floor press as an exercise where your arms stop the weight, instead of your chest. For the guys who it touches their chest we've been adding stuff under their elbows to lessen the range of motion. Personally I feel that the floor press loses its effectiveness if your triceps don't fully touch the floor

Whats the reason its a bad idea? Pressure on the lower back?
