Is there a rule of thumb where the barbell has to be at your knee caps first before you do the shrug + jump?

Generally the jump should be when the bar gets mid thigh height/your lap before the jump. You shurg at full calf extension to pull yourself under the bar. Dont be weary to let it turn into a squat clean either.
just a little above the knee cap?

Keep the knees back and stay over the bar. Use back extension to raise the bar to mid-thigh, using the lats to keep the bar tucked back behind the shoulders. At mid-thigh, jump like hell and pull under.
