Not enough information in that photo to make anything but wild arse guesses...

Its because you used an inacurate scale and not calipers. Almost all of those scales indicate they will not give an accurate reading to bodybuilders in their instructions.

You need to post a full set of photos. Front, back, side, legs, and no shirt for people to have an even close guess.
