If a deadlift routine calls for say 90% of ur 1rm for one set 3 reps and u cant do three, what if u do 3 singles at 90% to get the scheduled reps in? U r still getting the same amount of work just over a longer period of time no?

It would be the same amount of volume but not the same amount of intensity.
Many progressive programs recommend that you give a conservative max / recent max so that you are able to hit the numbers. A tripple with 90% should be feasable for most lifts unless you overshot the max by a bit (different equipment, different bodyweight, etc.).
