If you do them with short enough rests, then yes they can be cardio.

In and of themselves, plyometrics aren't cardiovascular in nature.
However, as Scooby said, if you use them in the context of a continuous routine, or one with limited rest intervals, then they can become aerobic.
Its all in how you use them.
When i was using polymetrics to increase jump height i always did them much like lifting weights, i.e. no more than 10 reps-if that became too easy i just added weight to squat jumps. Although my teakwondo teacher used to try to make us do like 30-40 squat jumps with no rest which i really disliked. IMO you end up cheating too much and get no real benefit from them like this.
