so i recently started lifting regularly, and i'm seeing massive gains with everything except for my shoulders. i will work them til they ache, but they are never sore the next morning, and i feel like they never get bigger or stronger. i usually do 3-4 sets of 12-15 front, side, and back lat raises, power clean, and shrugs. any suggestions?

the key word is recently. give it more time. As far as strength add in some sort of ohp. doing lateral raises should increase size over time. try upright rows too.

try some pushpresses , seated overhead pin presses, standing militarys, heavy shrugs, behind neck pulldowns but dont go to heavy with these. But just keep plugging away is the main thing

In my opinion nothing will make your shoulders grow more than some type of overhead press.
