what are you goals?

if you do not consider 25%bf to high then the answer will be very different to not wanting to go above 10%bF.

do you care about your health? or just want to be very good at BBing or powerlifitng etc?

some carbs are better than other. But the other ingredients in the carbs are normally more important as well. Is the carb in a cell(intrinsic) et orange or outside the cell(extrinsic) like orange juice when.

the carbs is the same. just the GI is higher for the extrinsic source.

also how much protien, fat etc are in the carbs source effects the result. time you eaten the food.

brown and white rice have similar carb profile, with brown rice having more fibre than white rice. pluis more vits and minerals.

otherwise liitle differnce nutrinionaly

fat-protein-carbs: it depends on the individual's metabolism/goals

best source of carbs: complex carbs (but not always)

white rice/brown rice: both are complex carbs. Brown rice contains some fiber which increases the digestion time.

Carbs are carbs (carbohydrates). They are not bad for you. They are essential. (along with protein,fat,water,vitamins and minerals) Some are absorbed faster,thus creating a need for a refeed, while others are absorbed slower and they keep your hunger at a low level. The asborption time is not always depended on the type of the carbohydrate.
However,usually,the carbs that are absorbed faster are the simple ones.
If you combine the carbs with fiber and/or fat,the absorption time is increased but if you overdo it, you will end up bloated..
