High Intensity Interval Training.
Basicly once you are warmed up you alternate between 30 second intervals of all out balls to the wall sprints and 30 seconds of a light jog. When I say all out I mean run like Mike Tyson is behind you and wants to kick your ass. Then catch your breath as you jog for another 30 seconds. Then it's running for your life time again. This works much better on a track or running in the street. Besides treadmills make running or walking too easy. You would probably see better results doing your current cardio work on a track even without adding the interval training. You can do HIIT on stairmasters, bikes, rowers, treadmills, etc but I've seen the best results doing it on the track.

the other option is ... if you are WAYYY under maintenance ... take 2 days and eat at or slightly above maintenance (clean, of course). Interval training CAN make a dramatic difference as well. If you don't want to do street cardio - intervals can be done on most gym cardio equipment. I typically do 90-120 sec hi/60 sec low. If you do intervals - you do not need a 45min cardio session. 20 min is plenty.
And to your question about lifting ... if you aren't doing any - START!
