Hey,

I was just wondering if cutting sugars, and sodium levels while remaining at around the same caloric level in a diet would have an effect in cutting or reducing fat or water weight levels?

reducing sodium intake may result in water weight loss, yes.

If you cut the sugars out and lose the calories altogether then if you drop below maintenance then yes, you may lose weight.

But, for example, if you're taking in 4000kcals a day and your maintenance is 2500 and you drop 500kcals worth of sugars, you're still gonna gain weight.

And if you simply replace the sugars with some other equal calories you're not gonna drop the weight. Unless yoiu replace say, 500kcals worth of carbs for 500kcals worth of fat, then you may drop some glycogen/water weight.
