First question: Would it hurt to stay on an anti-estrogen year-round if you have higher than normal estrogen levels?
Second question: Which would be the best choice for this? I am contemplating anastrozole.

If you use blood monitering to lower your estrogen levels from above normal into the normal range then the benefits should out weight the side effects. I say "should" because a small minority of people get a variety of side effects from insomnia, to hair loss, to decreases in bone density. However most of the problems with anti-aromatase agents results from estrogen being too low which is why blood monitering would be essential if it were to be used year round.

anastrozole is bad for cholesterol levels isnt it.. lipid profile or something? is that casued by the estrogen being to low?

Would IFG-1 levels or GH levels be effected if on liquidex/femra all year round?

If you look around you can find saliva testing kits which you can do from home and mail to a lab.
Obviously blood monitering would be a much better choice but it's better than the "I feel fine" diagnosis.
SYD- arimidex is bad for cholesterol because estrogen directly effects HDL cholesterol. Lowering estrogen into the mid-normal range should not have a negative on HDL because he proper smount of estrogen is still circulating to maintein HDL levels. However bringing estrogen into the low-normal range while still considered normal for most males may be too much of a drop in estrogen for some people while not others.
