Is this risky at all? I wanted to do HIIT + CDK as part of my cutting routine

Nah, it ain't risky.
But it REALLY, REALLY SUCKS.
Besides, it doesn't really work very well. You'll be thinking 'Move legs! MOVE!' but they can't--not enough glycogen.

So regular cardio would probably be best?

could always save HIIT for when Im trying to tighten up my skin and shrik it

Yes, moderate intensity.

If you are doing CKD, then you get one hit workout per week (or however long your cycle is). That's the basic idea of CKD, get in a good workout, while you mostly have low glycogen the rest of the week.
Doing hit with super saturated muscle glycogen, rules....

Isn't that glycogen used for weight training?
