Accoding to a freind of mine who is doing the Atkins diet, Atkins claims that hard liquor has 0 carbs. What else would it be if it's not carbs?

The alcohol itself has 7 calories per gram.
But don't the calories have to come from protien, fat or carbohydrates?

It's just not mentioned because it's only considered a staple of the diet in the South.

Regular alcohols are not protien, fat or carbs. The body cannot used them for fuel directly. The liver first converts alcohols to compounds associated with fat and carbs. These indirect fat and carbs provide the calories. Sugar alcohols are a bit different and have ~4 cal/g (vs 7 cal/g in regular alcohols). They are often classified as carbs on nutrition labels, although chemically they are not carbs.

Actually I though the Southerns are wusses. Dry counties and sunday laws, don't take there drinking serious. Its all a matter of perspective.
