the mortarboard and gown have been academic traditions for ages and ages, as a hand-me-down from English school traditions, which were in turn derived from various ecclesiastical traditions
it wasn't all that long ago, relatively speaking, that you pretty much had to be a member of the clergy to teach at a university
there are also theories that the gowns were a requirement from the days when universities were drafty crappy stone buildings without the $$ or means for heating
either way, it's not really an American thing... it's something that was poached from the english
but dude... coming from a country where people wear wooden shoes, calling other peoples' clothes 'silly' is a risky proposition

But damn those white gown! To this day I still remeber trying to find a dress to wear under that, I ended up wear a slip because I couldn't find anything that was pastel. Oh well at least I didn't show up naked.

I believe the complete robe and cap/hat thing goes all the way back to the Roman civil administration and court garb during the time of Constantine. The church, being in favor at the time, adopted the style, and it stuck. Academia being very closely connected to the church also retains the garb to this day.
Don't quote me on this, some of it may be "out of whack."
