Subcutaneous abdomincal fat is often particularly stubborn to lose in men by diet alone. Increasing exercise can be very helpful in mobilizing this fat. Some related studies are described below:

http://www.thefactsaboutfitness.com/research/sub.htm
"Japanese researchers have shown that dieting leads to a greater reduction in visceral fat the fat that protects your internal organs [1]. Exercise, on the other hand, has a greater impact on subcutaneous fat."

http://www.ncbi.nlm.nih.gov/entrez/query.fcgi?cmd=Retrieve&db=PubMed&list_uids=9432085&dopt=Abstract
"It is suggested that the decrease in SFM (subutaneous fat), but not VFM (visceral fat), is proportional to the amount of aerobic exercise training. A change in VFM (visceral fat) appears to be related to an deficit in caloric balance either by dietary restriction (decrease caloric intake) or by increased caloric expenditure."

http://www.ncbi.nlm.nih.gov/entrez/query.fcgi?holding=npg&cmd=Retrieve&db=PubMed&list_uids=10896648&dopt=Abstract
"CONCLUSIONS: Weight loss induced by increased daily physical activity without caloric restriction substantially reduces obesity (particularly abdominal obesity) and insulin resistance in men. Exercise without weight loss reduces abdominal fat and prevents further weight gain."

Answering your second question, the slower you lose weight the less likely you are to lose muscle. I would recommend losing 1lb per week or less.
