Do we only cut milk out pre-comp because of the lactose (milk sugar)? Or is there another reason? If I use lactose free milk, during my cutting, do ya think that will interfere w/ me getting "ripped" :D

Lactose free is not sugar free, it's just that the lactose has been broken down into glucose and galactose already.
And lactose itself isn't worse than any other sugar. That "skin thickening" stuff is somewhat irritating to hear. ;)
I think the reasoning to the "skin thicking" issue is mainly because dairy tends to have high amounts of sodium.

Ok, I tried :D I only want one damn cup a day for my oats & coffee :D
