I was watching a bodybuilding video recently and noticed closer to competition bodybuilders have low carb days and high carb days.

What is the purpose in having a "high carb day" or "carbing up"?

Does is have something to do with Glycogen levels?

If you are referring to contest preparation, then this is done to maximize muscle glycogen levels to give the muscles a full, dense look.

When preparing for a contest bodybuilders have to go on low calorie diets, which will deplete their muscles of glycogen and give them a "flat" look. This can be remedied by carbing up before the contest.

There are also some diets and dieting strategies that involve carbing up, such as the cyclical ketogenic diet (see article above) and refeeds. These also serve to refill glycogen and increase metabolism (increased leptin levels).
