I'm cutting at the mo, is 60 minutes of cardio a week enough? Its about 3 sessions of 20 minutes, usually HIIT.

That should be enough, provided you feel you're getting a good enough workout. If not, increase the sprint interval times.

Is it important to sweat during cardio? I always feel I did a better job at cardio if I break a sweat. I feel really great when it starts to pour.

But I've also had good/successful cardio days where I didn't sweat at all.

that should be enough, but always remember everybody is different. What works for one person might not work for another. How's your diet? That's probably the most important key on a cut and you forgot to metion that.
