i am looking to build mass without to much fat.

do both.
i do incline barbell press and then db flat press, then on my next chest day i switch it up..incline db press then barbell flat bench press...

how about decline, its the best pressing movement for your chest because it better mimics the primary function of your pectoralis major (which is bringing your arms across your body and downward)

They're all good. If you're really trying to build mass, do whichever one you can lift heaviest on with good form. (Probably flat or decline)

Those two are basic exercises. Try to hit them every chest workout ( one or both ), heavy, really heavy but strict, 4-8 reps. Fat ? That concerns with your diet.

I like doing em both, but like the other guys said, make sure you do them with very strict form. Depending on the amount of volume you do, you might want to do these along with/or alternate between barbell and dumbell presses. Dumbells hit the pecs very well and give a great pump.
The best for adding mass on the chest is decline dumbell press and dips.
