I am currently Bulking and I also want to do Cardio 3 times a week to keep up my fitness... How many extra calories should I consume during cardio and ..When is the best time to do Cardio and WHY??

Preferably on the days that you do not lift. Eat the same amount of cals you would on a lift day.

I agree and as to the why, it is because since you're bulking you don't want the cardio interfering with your gains. Cardio can be very catabolic. After you lift your body is in a catabolic state so you don't want to further that by doing cardio on the same day. In fact, since you want to do cardio while you bulk you will probably need to consume more calories to offset what is lost due to the cardio.

Do it when it best fits into your schedule, except pre training. Post workout is fine, you will not burn muscle.
