Body weight X 12 (There are a few different choices, but i believe 12 is the most likely choice)

That usually = the calories you should be getting daily.

As for fat - I am not sure about that.

Start at 12 cals per pound of bodyweight. After a couple of weeks, if you're losing less than 1-1.5 lbs per week decrease your cals by 200, if you're losing more than that increase your cals a bit.

Fats are recommended to be 25-30% of your cals.

Okay, If I am cutting and I weigh 151, then I know I should have around 1800 calories per day and 450 grams of fat... But how many carbs per day??

450g of fat = 4,050 Calories. How did you come up with that, anyway?

If you're 151 lbs the macro breakdown would be something like this:

Total Cals: 1812
Protein: 640 cals (160g, to keep it a bit over 1g per lb of bodyweight)
Fat: 543 cals (60g, 30% of total cals)
Carbs: 629 cals (157g)

I am looking to do a 4week cut cycle on 1-test. Can you help me structure a diet i can keep for this time and see the best results possible?

If you're cutting you diet will be the same as if you were cutting naturally. All the PHs do is help you keep the LBM you already have.
