are they saying:

40% of total cals come from protein
30% of total cals come from carbs
30% of total cals come from fat

or are they saying:

40% of total grams of food intake come from protein
30% of total grams of food intake come from carbs
30% of total grams of food intake come from fat

yeah calories, coz where 1g of protein and carb typically = 4 calories, 1g of fat typically = 9 calories.
