I am 5'3 117 pounds and about 17-18% BF. Female.

My current diet is as follows:

60-75 complex carbs (around training)
150-180 protein
20% fat
1200-1400 calories..

weight training =
3-4 x week about 1 hour session

cardio =
pre breakfast 40 min... 5x a week

I wouldn't recommend doing cardio first thing pre breakfast depending on the type of cardio you are performing, even then it would still be an iffy. You are already in a catabolic state having fasted over night, IMO it would best suit you to get food in your stomach. As far as refeeds go possibly once a week would suffice.

I'm starting a cut, and i'm probably going to refeed once every two weeks, but it will be controlled and clean.

I could very well be wrong, but I think the point of a refeed is to make sure your metabolism doesn't adjust to the low calories and slow down. It's been said it doesn't take more than about 4-5 days for this to happen, so I suggest refeeding every 5th day or so.

Vido - you are right .. I was at a plateau when I started incorporating them and I lost 2 more pounds since then.

at anything below 18% bf, id say at least once.. if not twice a week. Id say make sure at least 1 of them is clean though.. the other you can cheat a little bit. But if two seems like too much then at least do once a week.
