If you're new to training, I would suggest some strict form of dieting with weight training. Your bodyfat is already well over 20 percent, I certainly wouldn't recommend bulking.

I agree with BCC. If your new to training, the muscles are going to respond well. I would watch the diet and start lifting.

bulk

if you adjust your diet properly you can probably lose some fat while gaining muscle.
If your not new to training then post what you've been doing and how long you've been doing it.

Yeah I'm going to say bulk, but clean bulking, eat right, and eat moderately, just enough to where you can gain. eat 3-5 medium to small portioned sittings. Try to replace 1-2 of those sittings with a protein shake. Eat steak for lunch and your leaner foods during the later evening and towards come night time. The worst time to workout is right before you go to bed and right when you wake up, your body releases cortisol during your sleep and before you go to sleep, and even after you wake up. Anytime your body is put under stress your body releases cortisol (catabolic hormone) to stabalize your blood pressure, and ect. But your body releases the growth hormones to over do what the cortisol does (cortisol breaks down muscle protein tissue and uses takes it to organs and energy (adrenaline sometimes even). So in the morning a couple hours before waking up (say 10-11ish) thats the best time to workout.

Why steak for lunch? And why does he need to try and replace 1-2 meals with a shake?

I'm with BCC: there is no way that I, personally, would bulk if that's where I was starting from. Perhaps we have different goals. Anyway, with your weight relatively light now, I think a clean cut and then a bulk will give you the best results.

Good luck either way!
