Currently im bulking, following this site's routine 1. However, after i finish i do HIIT for half an hour. Should I take my PWO shake after lifting, then do cardio, do cardio then shake, or just switch cardio days?

Ideally you should do cardio on a different day. You finish your workout and you should be eating and recovering. A big HIIT session has kind of the opposite effect.
So if you can, move the cardio to different days. If not, then i'm not sure which would be best, maybe half before, half after. Up to you.
