How does one go about getting a good ECA stack these days?

For me, I just buy ephedrine and caffeine tablets and take those. They are the main active ingredients in any of the old stacks anyway. So this is much cheaper and effective for the money I spend.

Do you take it daily or just at cardio

Just buy some primatene tabs or bronkiaid either at wally world or your Rx. Bronchodilators are what they are. 25mg of E and 200mg C, 3 times a day is good.
