Are fats really that necessary while bulking? Would it be better to have a really clean diet with lots of protein and carbs but low sugars and fats? As long as you're getting enough calories for your bulk do fats matter that much?

Yes. Get at least 20% of your cals from fat.
Fat regulates alot of functions in the body.
Skip the sugar if you want.

should you lower fats while cutting? i'm cutting now consuming about 25% in good fats.

not sure if it would be beneficial or not to lower fat to 15-20% totals

you should always keep your fat intake between 20-30% of your calories. bulking or cutting, same percentage

I always eat a decent amount of fat, but I keep it VERY clean. I eat only lean meats, so my fats come from Fish/Flax Oil Caps, Nuts and Olive Oil.

a low amount of saturated fat wouldn't do no harm bulking. It will help boost testosterone. Otherwise try to keep your fat intake to un-saturated fats.

You shouldn't really lower the %. You'll already be consuming less because your caloric intake will be lower.
