If your at a low weight (say 120-145) and have a high bf, like 23 % or so, should you cut or bulk?

Probably do a cut first, then do a bulk after.

i would say bulk. if you are that small with that high of a bodyfat, you don't have any muscle to cut to. bulk up for a while then cut
Height?
If you're quite short, I might say cut. Anything else, I say a clean bulk.

i would bulk, if you cut you would then weigh 90-110 lbs. a gust of wind could blow you over.

I'd say cut. =)
I find a good cut will highly motivate you. Seeing your muscles after being a bit heavier feels great, and then when you bulk you can better see them grow starting from a lower bodyfat.

I would cut just for the fact that you would have a lot less to cut after you become jacked ;P And you will be more inspired to gain muscle after I think...

:withstupi It would be better IMO to get some muscle first and then cut. Wasting away to just skin and bone wouldn't do much for my confidence.

Yes but he has 22% BF. If he starts bulking he will have it a lot higher and might lose his confidence/drive to lift...

Well, I know some people who just don't carry much muscle yet look skinny, when they really have a good amount of fat on them.

It depends on the height, and the exact weight. The range you gave is quite large. If they're short and 145 then there's plenty of room to lose some weight.

Need more will power then.
Your not gonna get super fat if your bulking, I doubt at that weight while working out and eating enough calories to put on lbm his bf will shoot up, infact it might go down.

I would just ignore BF%, if you want to get big, start bulking and working out, if you want to stay your same weight while getting stronger and having more defined muscles, use a diet that allows you to maintain your weight while still having energy to work out.
