You'd need to know how many mcg per ml before you could do the conversion.

There is no conversion between mass and volume. However, when a mass is dissolved into a volumetric substance, say water, then, assuming perfect dispersal, there is a certain amount of mass PER volume (i.e. mcg per ml).
