What are the ideal percentages a person should be shooting for if they want to

a: get ripped?
b: get swole?
c: swole and ripped at the same time?

I'm trying to hit 45% protein, 35% carb, and 20% fat.

What would you guys recommend?

Try it out for a few weeks or a month see how it works for you. Thats close to what i do but my body is probably way different than yours.

There is NOTHING magical about the ratios.

The things that matter are:

Caloric deficit (but not too great - 10-15% below maintenance)
Sufficient protein (1-1.5g/lb bodyweight for most folks)
Carbs and fat to make up the balance of calories.

I prefer a higher fat approach, and only consume starchy or sweet carbs around my lifts. Higher carbs make me hungry, and hunger makes it impossible for me to diet effectively. You may be different.
