Until you feel disgusted with all the fat you have gained along way with muscle during bulking.

I would say don't go with how much you weigh but rather what your body composition is. If gain 20 pounds and go from 12% to 20%, you probably aren't going to like the way you look and will want to cut. Maybe you go from 12 to 15% after 20 pounds and want to keep bulking. There is no real answer to this question.

Where would I go to get one of those things that measure BF and what are they called?

They are called calipers. I tried to find a set a while ago at the local fitness supply stores, they just had $100 digital pieces. Most gyms have body composition tests for ~$10-30. I thought about getting one done this summer just to keep a record.
But really, your best bet is to just look in the mirror. Have a plan of how large you want to get and at what time you'd like to start your cut. Adjust your diet according to this.

as a matter of fact go to a elemetary school and ask a pe teacher if you can use one for a sec. I remeber using one as a 4th and 5th grader. See if they will let you borrow for a few minutes during one of there off periods or pay the 30$.

specifically, skin-fold calipers. i recommend ordering the cheap little instruction book that a lot of sites sell too. typically the cheaper calipers come with no instrutions, or only a 3 point test, where a 5 or 7 point is better for 'accurate results'.
