It's Japanese coverage - the athlete's name is Benam(sp?) from Argentina.
I don't think the woman is laughing - what she's saying is something like "Man!... That really is a 'No way!' moment." It's a newscast segment of a collection of Olympic misses.

it looked to me like it might've been his humerus breaking. cuz he seemed to grab his arm when he went down, but it didn't look like it was his radius or ulna.

Off-topic: Anyone heard of Lamar Grant (forgot his EXACT name) He deadlifted around 600-700 lbs. at a bodyweight of no more than 140 lbs. Sorry, I can't really remember, but this will give you an idea.
