I always claimed to be bulking all the time but I want to give a cut a try but i'm totally lost on numbers and I don't want to starve myself.
I'm 6'1...248lbs. (could stand to lose 20 lbs.) I'm taking in 4000 cals with 367 grams protien, 458 grams carbs, 89 grams fat. Should I lower my carb intake???
Please help

Lower calories gradually until you achieve the rate of weight loss you desire. Assuming you are meeting your daily requirements for protein (1g / lb of bodyweight) and fat (arguable, I would say at least 20% of daily calories from healthy sources) then where the rest of the calories come from is not the biggest concern. You might want to limit carbs if they make you hungry but if you can cope with them then they're fine.
