I haven't been able to do any lifts except shrugs because of my sprained wrist but I've still managed to drop quite a bit of weight.

How much longer should I cut for?

:werd: Personally I am planning on cutting to about 10%. From your pic my best guess would be you are at about 23-24%.....just my guess. Cut till you are happy....then bulk.....repeat.

I don't want to get sagging skin, that's for sure. Just not sure how much to safely cut down to. I have a sore wrist so lifting is out of the question for now but I think I would like to bulk up a bit. Is 10-15lbs a good bulk?

Don't bulk if you can't lift. Your best bet is to do a bunch of HIIT and get on a diet.
