I did shrugs a long time before I started doing deadlifts and I can honestly say nothing blew up my traps more than heavy deadlifts.

Exactly the same here. I don't even bother with shrugs anymore. Deads and straight-leg deads all the way. (Your mileage may vary--my traps seem to blow up pretty easily.)

Bent over rows will hit your traps real good while nailing the lats
there are alot of ways to work your traps. But if they aren't growing, it's usually becuase you're not eating enough. Like me.

Deadlift and shrugs.
That's the answer right there.

Rows, lat raises, shrugs, deadlifts, chin-ups, one-arm DB rows, and T-bar rows. There's quite a few choices.

There's so many choices that sometimes I wonder if they're getting hit too often during my back/chest day.

shrug the bar at the top of a rack pull, works good for me.
If you want to make your traps grow, eat (of course) and do controlled shrugs with a pause at the top. Use enough weight so that it's heavy, but also so that you can shrug it up as high as possible and hold it there for 2-3 seconds.

OLY lifts like cleans are great for trap development

Deads, cleans and food.
Deads, cleans and food.
Put the 3rd part first though ;)

Farmer's walking helped my traps a ton.

I'll have to say the opposite.
I can deadlift 2x as much as my friend but he can shrug what I deadliftP: his traps are huge without deadlifting and mine are started growing when I incorporated shrugs into my routine.
Does the deadlift include a hex bar deadlift or is it a barbell deadlift?

For pure muscle growth nothing has added the mass quicker than DB shrugs
now all you have to do is proper form change the weight and reps periodically and eat.
they will grow with deads but not as quick or as thick IMO,
I wouldn't give up on Shrugs... try a book called "Kelso Shrugs"... there are an amazing number of different type of shrugs that work the upper back & traps...
Combine DLs, Oly Lifts, proper back work and Shrugs.. and you should have really thick, defined Traps..

Hex bar deadlifts are great for trap development.
