Say I eat 3000 calories a day which maintains my weight, and NOW I want to cut down to 2500 calories a day. Will my metabolism slow down so that I maintain at 2500 instead of actually losing fat?
If so, how do I stop that from happening?

Yes, eventually your body will adpat to the 2500 calories. The idea is that it will adapt by dropping fat. But unfortunately when you weigh less, you burn less calories. I believe that this occurs more often on a long cut. I'm not entirely sure, but I think the best way to prevent that from happening is to have short(ish) cuts.

I can do a drop of 500 and maintain if for 3-4 months. I do, however, support the idea that short cuts are safer and healthier.
The two most important things to note when trying to maintain metabolic function:
1) Size of Deficit (500 is perfect)
2) Lenght of Cut (12-15 weeks)

cool, i'll cut till the end of the year and then maintain for a few months

Would this be the same for bulk? Or would you keep increasing calories?

As you bulk and gain mass, you require more calories to maintain that new level. So your maintance goes up, and you get to eat more just to stay the same weight.
