This past powerlifting competition (prior weekend) was the last one I wished to compete in at 148. Come December, I need to be 165. However, I accumulated quite a bit of fat getting to 148 and at this point I need to decide if it would be best to cut down a bit first (or slowly bulk via carb cycling). Definition is not a factor for me, my only concern is keeping the fat under control so my performance in Judo and BJJ will not suffer. What are your thoughts?

I do BJJ as well. If you are rolling enough, and eating right, the BJJ will help keep fat levels down a lot, but you have to eat in excess to gain weight.
All you can do is the math.
You need to gain 17 lbs in ~12 weeks. You aren't going to be able to do that extremely clean.
But, you can do it! That's ~1.5 lbs a week. Just eat, weight yourself, and keep on that target each week.
BTW, great stats. That's a killer squat and dead for 148lbs and not totally lean either!

your not that bad at all, id say go for 165. uve got some fat on u but not that much. so once again id say go for it.
