And what are the negative effects of not getting enough?

I know I drink waaay less than I should. Will this affect muscle gains? Or just my energy levels?

Your muscles are made of mostly water. Over half your body weight is water. We are beings of mostly water. Water regulates nearly every process in our entire body. Drink plenty of fluids each day. I'd say at least 100 ounces each day. And if you are an avid weightlifter/athlete/etc., the need is even greater.

Right, I understand that it is important. But how does water intake specifically affect performance/health?
