I heard that you are supposed to consume 1 gram of protein per pound of your weight in order to build muscle. Is this true and what about on rest days?

It's a good general rule. Do it everyday.

its actually 1g/LBM. 1g per BW will get you what you need plus some. Alot of people here cycle their carbs downward on off days. You could look into that, if you are interested. Higher carbs on workout days, lower carbs on SS cardio and rest days.

1g of protein per pound of bodyweight is a good way to get at least your minimum amount in, if not a bit over. I know some people who take almost 1.5-2g per pound, but 1g per pound will definitely be enough to put some mass on assuming your calories are in surplus.

yes atleast 1g/lb, and if you can it is definitely a good idea on the off days.

Is this a good rule to follow even when you are trying to bulk up? Or should I continue with my carbs on cardio and off days? I am looking to gain an additional 10-15 lbs. I am guessing that if I am getting too much body fat along with muscle then I might want to cut out some carbs on off days.

If you're bulking, you're most likely going to get quite a bit more than 1g per pound of LBM. That rule is a minimum. If you go over, it doesn't matter. It's total calories that matter. Try and hit your minimums as much as you can.
