Floyd Landis and Tyler Hamilton are both American riders who tested positive in the past and are back, Floyd is the one you are thinking of. Lance has never tested positive, unless you count the re-tested frozen samples from his '99 Tour win that were tested again in 2005, they showed traces of EPO. However, the tests cannot be used to convict him as they do not follow WADA lab standards, so they are worthless. There's a great book out there called From Lance to Landis that details all allegations and rebuttals.
I for one think it is interesting that he is coming back, I'm not surprised either. I'm a big cycling fan and I am interested to see how Lance does against the likes of Alberto Contador. He is still in incredible shape, running a marathon under 3 hours and finishing second in the Leadville 100 mile Mountainbike race. He has to be the odds-on favorite, with his time trialing and climing ability, even if he doesn't have what he used to have, he will still end up on the podium.
