Most good gyms or fitness clubs have these. They are commonly referred to as a "weighted belt" or "dip belt". As you can see, a chain is attached and threaded through the opening in a weighted plate. This is then fastened to the other end and cinched around the lower waist.
This type of belt is useful for adding gradual amounts of weight for increased resistance. Pull-ups, Chin-ups, Dips, etc.

Also pretty much the only training related product I ever bought. Still awesome nonetheless.
If you don't think your gym has one, make sure to ask. One of the smaller gyms close by has them...but I didn't discover this till maybe a couple months into working out there. Seems no one was using it, so they decided to store it in a locked cupboard. WTF??
