Sebasitan's are like front raises but harder. Take the bar off the rack. Hold it so the bar is on your belly button. Swing the bar up till it's even with your eyes. Then let it fall but only back to your belly button, no lower. I used to have a video of them up on YouTube but I think i took it down awhile ago. I'll have to see if I can get you video. These things will DESTROY your shoulders so if you do these you won't need to do a whole lot more front delt. Just hit rears and you're done.
I think he might show them on of the Underground Strength DVDs.. I feel like I've seen them before haha
