Anyone find rack pulls from mid-shin (just a few inches higher than a normal deadlift) harder than full rom deadlifts? Did these today and just felt like I didn't have near as much speed up past the knees as I normally do

I am the same way. Mid-shin is just high enough to take away your leg drive from the the floor. If you are strong and fast off the floor, that probably carries you right through that "sticking point" at the mid-shin. I'm sure others will chime in as well, but I've heard this very same thing from many lifters.
If you're strong off the floor, yes. I pull more from the floor than mid-shin rack/block pulls.
I pull more from mid shin, maybe 40-60lb.

I am strong off the floor / weak lockout but I still find any sort of rack pull easier because I can get into a better starting position and almost squat the weight up.

I don't think that is unusual. I was always stronger off the floor. My rack pull at the knees wasn't that much higher than what I could do off the floor.

This is my experience as well. Mid-shin is about the worst starting spot for me, about 50 lbs less than what I can pull from the floor, and 100 lbs less than what I can pull from knee level. It completely removes the leg drive from the lift and momentum gained from floor speed, but is also low enough that it's not just lockout work.
At least I'm not alone!
