Yeah height definitely has a lot to do with the appearance of arm size.

I measured mine flexed/cold last time I measured them. Used a measuring tape (uh, whatever material), not the metal kind, and I pulled it as tight as possible.

Not everyones goals will be to pack on lots of size. I'm self concious about my height and that would only be compounded if I had big thick arms on my short frame - there's nothing wrong with that if it's your preference though.

I'd have to agree with the people who have said the overall condition of an arm, it's shape and composition, more impressive than it's overall size. Not that big isn't impressive in its own way.

Although maybe this is just what people with smaller arms say
    Thanks

ya, i don't think 12" is right. When I broke my arm and it shrank down to 13.5 inches I almost cried at how small it was. So 12 inches is just tiny, they must be bigger than that.

If that arm is 12" then you must be about 3'5" 75 lbs.

Last time I checked my forearms were around 13", so your arms are probably not 12"

    biceps

My biceps are 18 inches cold, ie, without any exercise. However, I have not weight trained for 3 years. I am about 6 feet and the last time I weighed myself I was 280 pounds. I take 4xl in all clothes. I also, take 54r size in a suit which is 54 for the chest and regular for the length of suit, ie, jacket and trousers.

Dude, this thread is more than 10 years old. And no one is impressed with anyone who has, "...not weight trained for 3 years..."

at 5'6" and 8% 15" arms are certainly respectable.
