Can I do SS or 5x5 on a cut diet and mainly cardio routine?

My maintenance is 3000 kcal or something, somewhere around 2700~3300 since I used various methods and averaged them out. I'm on a 2200~2500 limit.

I want to drop to 17% body fat, but still be able to lift good. Can I do SS or 5x5 on this deficit? My current routine is mainly HIIT on elliptical, some compounds, uphill walk on treadmill, etc. Still haven't sorted it out. Diet is 200g+ protein, minimal fat, carbs, and calories.

If I did SS with my current cardio I would do light cardio (minimal strain on muscles) such as elliptical or cycling on my rest days (Tues/Thurs).

On days I do SS (M/W/F) I would do 30 min warm up cardio, warm up for SS, SS routine, then after some anaerobic (sprints, HIIT, ladder drills, suicides). This SS/cardio routine is a loosely based on what I do during football workouts.

    Good or bad idea?

    Specific worries
-on rest days for muscle building I'll be doing, albeit very light on my muscles, that make me worry my muscle development will seize.
-not enough fat/carbs that may be important? Still getting enough protein.
-weight loss will not be as dramatic but I'll still drop my body fat percentage this way, right?

You can do it, but you won't see the progress that you would on a more relaxed caloric intake. But, that goes with any routine while cutting.

Usually the idea of limiting Calories and wanting to lose a lot of bodyfat% means you won't be lifting that great, lol. I'd be worried about squatting 3x a week, doing HIIT 3x a week, AND also doing steady-state cardio on "off" days. When do you think your legs are going to recover? Add to that a Calorie deficit..
